You take a written test for a permit when you're at least 15 1/2 (assuming you have a drivers ed certificate). If you pass, you get a permit to drive only when a licensed driver at least 25 (or 27? it's been awhile ..) is in the car with you.
When you get your license, its provisional for a year, meaning you can only drive from 5am to midnight. Also, for the first 6 months you can't have any passengers under 20 in the car with you (If someone over 20 is with you, then it's ok to have someone under 20 then). And at any time before you're 21 .. if you're found with a BAC (blood alcohol) of more than 0.00 .. game over.
A California Class C license will let you drive - a 2-axle vehicle with a GVWR of 26,000 lbs. or less. Keep in mind that a GVWR is the max capacity your vehicle can be loaded. This number is found on the sticker inside your drivers side door.
